as i understand it the 50% + 1 wealthier folk in YOUR neighbourhood can set up a s21 company, which THEY will control, to force everyone including YOU to contribute towards THEIR pet projects. council will give it legitimacy and even play debt collector on its behalf! called a ’special rating area’ once it’s in you ain’t gonna get rid of it cos the mechanism to do so is wholly impracticable. the only way to get exempted from these ‘levies’ is to be indigent in which case you probably wouldn’t own a house in a middle income suburb anyway. welcome to the new democratic order where richie rich & co. rule the roost. the only light at the end of the tunnel is that with levies based on property values the rich will have to pay their fair share.
